The reasons to date for our Historical Treaty Grievances
1. Lands were taken or wrested from our people by a system of land control that
did not protect their interests.
2. Rivers and water resources have been taken from us.
3. Ownership of our taonga has been denied us by the statute law
4. Taonga and tikanga rangatiratanga was seriously diminished by a systematic
policy of legislative abrogation of our tikanga by
successive governments.
What is Evidential Base?
Evidential Base, comprises of the people/beneficiaries who belong to the Ngati Rakaipaaka Claim.
The following is the proposed identified Evidential Base:
IWI: Rakaipaaka
HAPU: There were at least 48 identified historical Hapu within Rakaipaaka. The
number and range of hapu varied over time.
Currently most descendants of Rakaipaaka and of those historical hapu tend to identify with the following four major hapu:
Ngati Rangi
Ngati Kauaha
Ngai Te Rehu

What is Overlapping Claims Interest?
These are interests of lands and assets being claimed in our own Ngati Rakapaaka proposed boundary by neighbouring Iwi/Hapu/Whanau for the same or different Interests
To-date our mandated representatives have identified the following to be over-lapping claims.
1. Wharerata Forest
2. Morere Hot Springs & Reserve
3. Waikokopu Harbour, Reserve and Whenua
4. Nuhaka No; 1 & No; 2 Blocks Kaha o Tureia Land deals Paritu Blocks
With that the Crown asks that before our Ngati Rakaipaaka mandated representatives meet with them that a process has been established to sort out over-lapping claims. Our mandated representatives have achieved this by continually consulting with Treaty of Waitangi claimants who have been issued a WAI
Number that have included the above areas.
Who are the mandated representatives for our Ngati Rakaipaaka Waitangi Treaty Claims?
Paora Whaanga: Kaumatua, Historian, Licensed Interpreter, Researcher, Writer, Well respected leader of the Ngati Rakaipaaka People, Ngati Rakaipaaka current mandated Treaty Claims Representative and has been there since day 1.
John Whaanga: Ex Officio member on the TIORI Board, Government, Maori and community sectors - strategic public policy and planning for Maori; governance and management; review of organisational and service effectiveness; consultation and facilitation; Treaty of Waitangi research, negotiation and policy; under-graduate and post-graduate lecturing in Maori education and public policy, Ngati Rakaipaaka Treaty Claims current mandated Representative and has been there since day 1.
Tamati Olsen: Community & Marae development, Stats NZ, Treaty Claims Ngati Rakaipaaka current mandated Representative, Treasurer for Ngati Rakaipaaka Iwi Inc., and has also been there since day 1.

April 2005 Report
Up-date on the Ngati Rakaipaaka Treaty Claim Position.
To date Research commissioned by the Crown Forestry Rental Trust is being completed and currently being reviewed by our mandated representatives. There are a lot of gaps in the research, which indicates to our representatives that more research is to be conducted. The representatives have established a process to address this.
Our Representatives, John Whaanga, Tamati Olsen and Paora Whaanga along with our Administrator have developed a reporting strategy which will inform our whanau as the road show commences and is due to commence at the end of May on the position of our Ngati Rakaipaaka Treaty Claim. The position of our Claim identifies also that all of our Ngati Rakaipaaka Whanau issues are being addressed and that the negotiation of all assets, grievances, breaches, deprivation and resources are covered.
The Office of Treaty Settlements (OTS), are looking to sign off on our Deed of Mandate by September of this year which will enable us to establish a negotiation plan that is comprehensive and dynamic to negotiate with the Crown. It is important as we move forward and closer to negotiations that our representatives are transparent, consult regularly on the claims position and are regularly accountable with each step taken, to ensure that all the Ngati Rakaipaaka Beneficiaries are aware of the processes and kept in the loop. TIORI have representatives on board who were nominated from our Marae and Hapu within Ngati Rakaipaaka. They have also been given the mandate to progress projects on behalf of the Hapu i roto o Ngati Rakaipaaka as well.
